    Part/Full Time: Full time with a one year probationary period
    Job characteristics: Direct IT operation in the Division of Air Quality to include supervision of division IT employees and serve as project manager for major IT database contracts that impact all major businesses in Utah. The position will work as a consultant to assist agency employees and division/department management team members with IT needs while also designing and directing software applications.
    Tasks:Plans and manages projects and/or programs. Writes (or discusses) project/program plan(s), recommendation(s) and/or finding(s). Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions. Evaluates, plans and directs activities of the organization. Provides consultation, makes recommendations, gives appropriate advice, and/or facilitates decisions. Coordinates projects and ensures adequate administrative controls, quality, and procedural efficiencies. Coordinates and/or acts as a liaison between agency or work unit and other agencies, work units, organizations, suppliers, etc. Designs software solutions and implements approved software designs. Ensures data processing equipment meets the needs of the organization and provides a productive and reliable means to manage information. Anticipates the impact that new or modified software will have on existing standards and systems. Develops and coordinates plans and policies, resources, and mission as well as goals, vision, and expectations of agency or program; prepares and updates plans and priorities. Presents findings to management, various public officials, or senior professionals. Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations. Participates in conferences on technical improvements; reviews literature pertinent to research objectives, design, data-collection, and project implementation.

    Knowledge of or Skills/Ability to use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions; write computer programs for various purposes; design and analyze computer systems (i.e., hardware); modify and upgrade computer hardware and/or software; provide consultation and/or expert advice or testimony; evaluate information against a set of standards; make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions; establish objectives and specify the strategies and actions to achieve these objectives; control or direct the operation of a program or function; assess organizational needs such as staffing, training, security, etc.; speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally; develop and/or implement new policies/procedures/standards and/or rules/regulations; ensure compliance with contract terms, policies and procedures, etc.; research methods, techniques, and/or sources of information; work with or contribute to a work group or team to complete assigned task(s); deliver presentations or training using acceptable methods and techniques; communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing; coordinate the activities or tasks of people, groups and/or organization(s); supervise others by assigning/directing work; conducting employee evaluations, staff training and development, taking appropriate disciplinary/corrective actions, making hiring/termination recommendations, etc.; trends and forecast methodology.
