Part/Full Time

Full time position. Incumbent will be responsbile for writing State Implementation Plans meeting the requirements of the federal Clean Air Act. Will analyze ambient air monitoring or air emission inventory data.


Job characteristics

Incumbents perform a wide range of tasks requiring the application of an extensive and broad base of science. Applies expertise and knowledge to the field for permitting and other regulatory and compliance enforcement activities which apply to their scientific specialty. May lead and coordinate large multifaceted pollution emitting/discharging project/facilities.

 

Tasks

Reviews and/or inspects work for quality, accuracy, and completeness.  Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.  Writes or drafts correspondence, reports, documents and/or other written materials.  Plans, develops and coordinates one or more large, complex projects.  Writes or drafts technical reports, articles or related material based on research, investigation or analysis.  Receives, researches and responds to incoming questions or complaints; provides information, explains policy and procedures, and/or facilitates a resolution.  Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc.  Collects data and reviews research materials, determines accuracy and validity of sources and appropriateness for use.  Develops or modifies rules, policies, or standards, etc.  Schedules and/or participates in public hearings concerning agency issues, rules, regulations and/or compliance standards.

 

Job Requirements

Knowledge of or Skills/Ability to read, interpret and apply laws, rules, regulations, policies and/or procedures; coordinate the activities or tasks of people, groups and/or organization(s); principles, theories, and practices of the physical sciences; statistical sampling, modeling and analysis techniques; deliver presentations or training using acceptable methods and techniques; prepare and present technical or scientific presentations to boards, groups and the public; conduct a methodical examination; find, gather and collect information or data.

 

Additional Preference

BS or advanced degree in Chemistry, Biology, Environmental Science, Environmental Engineering, or Civil Engineering with an emphasis on Environmental Engineering and experience planning, developing, or coordinating one or more large, complex projects designed to implement the federal Clean Air Act; Experience writing technical reports, articles, or related material based on research, investigations, or analysis; Experience with interpreting, clarifying, explaining, or applying the federal Clean Air Act; Experience writing state rules implementing the federal Clean Air Act or other federal statutory requirements.

Part/Full Time

Full time position. Incumbent will provide engineering oversite while coordinating and assisting air emission sources with the completion and submission of emission inventories. This position may be underfilled with a Level II or Level I Engineer.


Job characteristics

Incumbents in this job are fully competent engineers and utilize advanced training, experience and independent judgement to perform a wide range of technically complex environmental engineering/permitting assignments and/or major multifaceted environmental projects with minimal supervision. Depth of experience allows incumbents to organize, administer and resolve engineering problems and regulation conflicts. Incumbents in the Division of Water Quality, Drinking Water and Radiation Control are required to be valid Utah Licensed Professional Engineers; incumbents in all other divisions within the Department of Environmental Quality need to successfully pass the Fundamentals of Engineering Exam and have a degree in a related engineering discipline. Plans, develops and coordinates major engineering projects requiring the application of advanced engineering skills. Acts as a project lead engineer providing technical direction to less senior engineers in a team envir onment. Performs research projects to evaluate new environmental engineering technologies, procedures and policy/rules. Assesses feasibility of proposed complex permit engineering plans, projects, systems or equipment for compliance to state and federal environmental rules and regulations. Maintains liaison with project sponsors/commercial entities and coordinates the environmental rules and regulations. Conducts compliance evaluation, investigations, case preparation, and participates in enforcement actions and follow through. May require a Professional Engineer License, depending upon specific assignments, per UCA 58-22.

Job Requirements

Required Certificates

Engineer -In-Training (EIT) or the Fundamentals of Engineering Exam (FE).


Additional Preference

BS or advanced degree in Chemical Engineering. Knowledge of and the skill/ability to write State Implementation Plans; develop air emissions inventories. Skill/ability to manage large complex projects which requires the ability to interact with major industrial, manufacutirng or mining sources concerning air emissions inventories. Advanced knowledge of Excel functions and/or visual basic.
