Job characteristics
|
Incumbents in this job are fully competent engineers and utilize advanced training, experience and independent judgement to perform a wide range of technically complex environmental engineering/permitting assignments and/or major multifaceted environmental projects with minimal supervision. Depth of experience allows incumbents to organize, administer and resolve engineering problems and regulation conflicts. Incumbents in the Division of Water Quality, Drinking Water and Radiation Control are required to be valid Utah Licensed Professional Engineers; incumbents in all other divisions within the Department of Environmental Quality need to successfully pass the Fundamentals of Engineering Exam and have a degree in a related engineering discipline. Plans, develops and coordinates major engineering projects requiring the application of advanced engineering skills. Acts as a project lead engineer providing technical direction to less senior engineers in a team envir onment. Performs research projects to evaluate new environmental engineering technologies, procedures and policy/rules. Assesses feasibility of proposed complex permit engineering plans, projects, systems or equipment for compliance to state and federal environmental rules and regulations. Maintains liaison with project sponsors/commercial entities and coordinates the environmental rules and regulations. Conducts compliance evaluation, investigations, case preparation, and participates in enforcement actions and follow through. May require a Professional Engineer License, depending upon specific assignments, per UCA 58-22. |

Plans, develops and coordinates one or more large, complex projects. Writes or drafts technical reports, articles or related material based on research, investigation or analysis. Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc. Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations. Writes or drafts correspondence, reports, documents and/or other written materials. Receives, researches and responds to incoming questions or complaints; provides information, explains policy and procedures, and/or facilitates a resolution. Reviews and/or inspects work for quality, accuracy, and completeness. Collects data and reviews research materials, determines accuracy and validity of sources and appropriateness for use. Prepare and/or process documen ts; review for accuracy and completeness; update information and/or evaluate against policy; compare elements for consistency or logical relationships, etc. Develops or modifies rules, policies, or standards, etc. Schedules and/or participates in public hearings concerning agency issues, rules, regulations and/or compliance standards. Coordinates and/or acts as a liaison between agency or work unit and other agencies, work units, organizations, suppliers, etc. |
Job Requirements

Required Certificates |
Engineer -In-Training (EIT) or the Fundamentals of Engineering Exam (FE). |

Additional Preference |
BS or advanced degree in Chemical Engineering. Knowledge of and the skill/ability to write State Implementation Plans; develop air emissions inventories. Skill/ability to manage large complex projects which requires the ability to interact with major industrial, manufacutirng or mining sources concerning air emissions inventories. Advanced knowledge of Excel functions and/or visual basic. |
