Counselor Weiwen He, Economic and Commercial Counselor of Consulate
General of P.R. China to the NY, is a Nanjing folk, an alumnus from
Beijing Foreign Economics and Trade University and with a training
certificate from Harvard Business School's Global Commerce Management.
Prior to serving NY, Counselor He has served the capacity of Economic
and Commercial Counselor in Consulate General of P.R. China to San
Francisco for over 2 years. During his professional career, he has
assumed Deputy Editor-in-Chief of <<China Internaltional Business>>
newspaper, Secretary-General of China International Economics and
Information Center, Chief Representative to Europe of China
International Economics and Information Center, Deputy General Manager
of China Aviation Engineering Company, and a Judge/Referee of China
International Economics and Trade Arbitration Committee.
Coming from Ministry of Foreign Economics and Trade, Counselor He has
been an extremely experienced business and trade expert with decades of
abundant experience in various major businesses and trades with
connections to foreign businesses and governments. During the past
years in the US while he served in San Francisco (Silicon Valley) and NY
(Wall Street), Counselor He has accumulated first-hand, timely
experiences (that few could match) in witnessing the US economic cycle
in Silicon Valley and Wall Street, two core business centers in the US.
Counselor He is a reputed expert in business and commerce as well as in
finance and WTO issues. He has frequently been asked to deliver public
speeches in various business and government meetings in US mainstream
community. By the way, Counselor He speaks extremely fluent English,
probably much better than most of us who have stayed in US for a decade
or so. :-)
Counselor He spoke many times on seminars by our organizations. His
speech is insightful and to-the-point with experience and knowledge that
benefited audience impressively.
A business expert and government officer as he is, Counselor He also has
a surprising number of extensive publications with over 80 books and
papers in addition to his insightful speeches on US and China economy.

Speaker: Mr. KeJia Gao, CEO of a new offshore software company in China
being recently restructured
Brief Bio: Mr. KeJia Gao graduated from Stanford University with an MS
in Computer Science (during the same school year while Mr. Richard Lee,
the young and famous HK telecom tycoon and also son of HK richest
businessman Mr. Zekai Lee, was in Stanford CS department) and worked on
TCP/IP with IBM in New York for several years, where he was one of the
key members to co-found CAST, before going back to China on an IBM
project in 1995. Then, he worked as an SI manager and Software
Development Director of Sun Microsystems in Beijing, before jumping in
with both feet as an entrepreneur to found Everlasting Systems in 2000,
focusing on middleware product development and offshore software
services to US and Asian clients. By the end of 2002, KeJia decided to
start a new company dedicated to offshore software services, to take
advantages of favorable entrepreneurial environment and enormous
offshore market opportunities opening up in China.

As we all know, web services technology is taking off; it will be one of
major computing paradigms adopted in industries in the very near future.
I called this seminar aiming at exchanging some basic concepts and
understanding among professionals. We will have the discussion seminar
on 3/29/03 from 1:30 ~ 4:00 pm (1:30 pm ~ 2:00 pm is the social time as
usual).

1. Dr. Robin Qiu, Professor of Information Science at Penn State Univ.
"Web services: the future computing paradigm" A brief introduction to
the web services technology. Some discussions of the technology will be
given from the enterprise computing perspective. A simple example will
also be shown using MS. Net technology.

新年来客话“海归” 林民跃
2003年刚到,中国国务院侨办新任主任陈玉杰就派经济科技司的吴司长率领了一个精干并且权威的访问团来到美国,用了两个周末的时间分别在美东和美西两地参加了为旅美华人举办的4场报告会,就回国创业的最热门话题作专题报告并提供咨询服务。访问团成员从北京坐国航飞机14个小时直达纽约,马上就在纽约亚洲文化中心召开了第一场。随后又在华盛顿,洛杉矶和旧金山举办。几乎各处都是由旅美科协负责协办或主办,参加人员中也有很多科协会员。在华盛顿地区的马里兰大学,科协的华盛顿分会和网络学会与外地的宾州,德州,犹他州及北卡州的分会联络配合,将报告会实况实时传播给各地。为此,身在德州的邹会长还上了麦克风讲了话。可见,已有10年历史的旅美科协在美国的华人专业人士中已有一定的代表性,并拥有相当的实力和影响力。
国务院侨办是中国与海外华人联系接触的主要机构之一。而经济科技司主管的两大块,在海外,就是华人企业家(“经济”),和华人专业人士(“科技”)。因此,这次来的吴司长及科技处的夏副处长,都是科协的老朋友了。经科司这几年每年都在国内举办邀请海外人员参加的活动,最有名的就是“专业人士洽谈会” ,每年在武汉和杭州易地举行。旅美科协每年都组织会员参加,并在经科司的安排下,与郭东坡主任单独会见,交流回国创业的经验及发表各种各样的高见。今年他们带来的消息,出了武汉会议(8/8-8/12)外,还有厦门(9/6-9/10),西安(6/15-6/17),辽宁(6/17-6/23)及南京(9月底10月)。给愿意回国创业或者探险的会员,创
造了很多机会。有关的细节除了参阅本刊内的通知外,还可以与科协新的行政当局联系。
经过10年的发展,旅美科协在帮助鼓励会员去华、回国创业方面,取得了长足的进展。中国各地除了侨办外办外,其它的官方民间的组织机构,比如科技,人事,外贸,交流等厅局,经济开发区,科技园,孵化园等园区,都对旅美科协的规模和实力有所了解。再加上科协前前后后的干部和会员,成为“海归派”的,“空中飞人”的,已经有了一大帮。他们在北京(徐振春、李乙林、薛澜、吴少海、吴煦),上海(马启元、竺农范、陈忠苏、谢学弘、戴永善、倪涛、顾学斌),广州深圳(黄文林、蔡明、杨艾玲、张育则),武汉(刘胜、周怀北),沈阳(乐桃文),西安(陈钢),以及全国各地的(肖力平,雷志斌,李天夫),最近听说翁心龙,陈立强都有点跃跃欲试。所以我们的会员如果要去中国,或者到了中国,说是科协会员,都可以得到很多帮助和机会。当然大家来国内创业办事,自己都有路子。但是一开始缺乏关系,或者有些不知道哪个部门解决的问题,可以请侨办或者科协的朋友帮忙咨询。在一个新的环境内,总有很多预想不到的困难。我曾经听一位在西部创业的科协的朋友讲到一件事,说他要为公司申请外国人居住证,来了两位警察检查,左右不让通过。本来也许他付一点犒劳费,这事也就成了。可这位朋友偏不信邪,非得让警察老爷指出是哪儿不符规定,得按章办事。这事就缰持了好一会,直到他见到市委书记时顺便提起。这书记还真的亲自过问,让公安局把那两位老爷警察给开除了。当然,现在就是在西部地区,在观念,氛围上已经大有改观,但这与先行的创业者(包括各级领导以及海归派)的努力是分不开的。
帮助会员开拓事业,加强美中之间科技经济的交流,是旅美科协的宗旨之一。科协可以在这些方面给会员提供很多资源。最近又听说旅美科协要正式在中国国内建立办公室联络处,那更方便各位了。当然,我们在利用这些科协的资源时,应该同时对其爱护和珍惜。并且想到,这些资源属於整个协会和所有的会员。而当我们成功或者看起来象要成功的时候,别忘了资源反馈给科协,帮助关心后来的会员也取得成功。
陈立强高级工程师对中国铁路建设和
磁悬浮铁路的进言 陈立强 提供

“两会”的召开,也极大地鼓舞着海外留学人员,他们在通过各种媒体
“旁听”两会重要活动及代表们的议案的同时,也纷纷建言献策,协助规划
中国经济建设和社会发展的宏伟蓝图。中国旅美科技协会工程学会会长陈立
强高级工程师就是其中的一个。
陈立强现为美国第三大铁路、轨道交通设计与施工管理工程公司STV
Group的高级工程师,他正根据自己在美国、中国从事10多项大型铁路、交通
工程规划、设计和施工管理的20多年实践经验,并总结美、法、德、日等交
通发达国家的成果,紧张地草拟着一份“中国高速铁路发展及一体化交通20
25年规划”建议书。借“两会”召开的东风,他真诚地希望通过借鉴国外的
宝贵经验,引进部分关键技术及国际型高级人才,使中国的高速铁路及一体
化交通建设能够在2025年实现质的飞跃,跨入世界高速铁路四强的行列(法
、日、中、德)。
陈立强表示,从国际战略、资源、就业、环保及可持续发展角度考虑,
近几年来,欧美等先进国家均以立法的形式规定国家及地方必须制定出20年
以上的一体化交通规划及其实施细则,并根据实际情况每隔4、5年做出修改;
以美国为例,各州以及各大城市每年都会根据20年以上的交通规划,制定出
本地区本年度的实施方案。所谓一体化交通,就是要综合考虑铁路、高速铁
路、公路、水路、航空、管道运输、大众交通等交通运输方式的相互协作和
竞争关系。而欧美先进国家制定的一体化交通长期规划,其中每项任务都非
常详细和具体,每个实施方案(单项计划指标)均是经过多个方案综合比较
后得出的最优选择方案。完全可以这样说,世界交通强国的一体化交通规划
,均是在总结几十年交通实践经验及成功案例基础上制定出来的。陈立强建
议说,中国也应该在国家“铁路科技发展‘十五’计划和2015年长期规划纲
要”等既有战略国策基础上,制定出更为详尽具体的2025年长远发展规划。
包括铁路改建、提速和轨道交通等项内容在内的高速铁路发展计划,应
是2025年规划的重点。陈立强建议,中国应争取在2025年建成8千公里准高
速铁路(时速2百公里)、高速铁路(时速250公里至3百公里)和超高速铁
路(时速3百至350公里)的全国高速铁路网;在东部经济发达地区建设高速
铁路客运专线;在西部及正在开发地区建设客货混合的准高速铁路。关于建
设资金,陈立强算了一笔帐:按2003年的币值计算,8千公里高速铁路建设
需投资9千亿元人民币,平均每年须410亿元;按照国家投资33%计算的话,
国家每年的投资是137亿元,22年为3千亿元,剩下的则由各省市、地方政
府并通过集资、融资、外资引进等方式筹集。按照中国每年7%的经济增长
速度,这一投资规模应是合理的。如8至10年投资回报有问题的路段及地区,
国家可通过税收以及沿线两边物业综合开发等方面进行补偿。
陈立强认为,铁路项目的投资不仅财力上可行,将来对国民经济发展的
回报也将是巨大的。国内有经济学家说,京沪高速路每推迟一年开工,每年
将造成2百亿元的经济损失。他建议说,在国家投资的高速铁路建设中,国
家可硬性规定建设队伍必须至少吸纳25%的下岗工人,将被动的失业、劳动
保障救济金,变成主动的高速铁路建设基金的一部分。同时,由于高速铁路
是用电而不是用石油运营,拥有环保及可持续发展的优势,这样的话,可
对私人拥有车辆者征收环保费,作为高速铁路建设资金的一部分。
利用业余时间花费大量心血和精力向中国交通发展建言献策的陈立强,
近日已将他的有关中国高速铁路发展建议书呈交给中国驻纽约总领馆,并由
他们代转给中国有关领导和决策部门参考;另一份“中国一体化交通2025年
发展规划”的建议书,则在紧张地撰写过程中。陈立强说,建议书是他本人
及中国旅美科协工程学会祝贺中国人大、政协两会取得巨大成功的一份礼物
,他并对建议书起草过程中来自中国旅美科协及广大海外留学人员的支持与
鼓励,以及中国驻纽约总领馆、驻联合国代表团官员们的肯定及赞许表示谢
意。

旅美工程师:京沪铁路采用磁悬浮可能酿经济灾难

运行线路在上海开通,有关京沪高速铁路采用磁悬浮技术的讨论又浮上水面。旅美高级工程师陈立强认为,如果把世界范围内都无成熟经验、且技术专利多为外国控制的磁悬浮技术用在京沪高速线上,可能酿成安全及经济的重大灾难,根本称不上是技术跨越。
陈立强现为美国第三大铁路、轨道交通设计与施工管理工程公司STV Group的高级工程师,也是中国旅美科技协会工程学会会长。他引用德国、日本、美国等权威专家的最新研究及应用成果,并结合二十年来在铁道工程等方面的经验,提出上述观点。
陈立强说,德、日、美磁悬浮专家、权威及政府高级官员都认为,磁悬浮的优点是加速快、噪音低,在局域线路上使用,如大城市内部或近距离城市之间,还有一定的应用效率。需要看到,在全球范围内,这项先进技术尚处于三、四十公里左右的短距离试验阶段。如果用在北京至上海这种全程逾一千三百公里的线路上,单单技术实践方面的风险就很大。
上海磁悬浮列车线耗资八十九亿元人民币,今年年初向公众开放,现在每张票价高达一百五十元,平均每公里五元,比出租汽车贵得多。英国伯明翰机场曾有一条短途低速磁悬浮线,运行十余年后,因不可靠及维修昂贵被撤除。据陈立强测算,一条磁悬浮线路的造价,大约是同等长度的高速轮轨铁路造价的一点五倍至三倍。
这么昂贵的东西,性能优越很多吗?陈立强的答案是“不”:上海约三十公里的磁悬浮线路上,最高时速四百五十公里,但平均时速仅二百余公里,最高时速运行时间,仅仅二十秒钟。过去近四十年里,轮轨铁路的时速已经可以稳定提高到二百公里以上。而且,长距离高速轮轨铁路在抗震、抗风、抗自然灾害可靠性、安全运行、与现有铁路系统兼容等方面,有许多成功经验。在二百至八百公里的城市间运输距离内,高速轮轨列车三小时可及,经济实惠,安全可靠;如果距离超过一千公里,航空客运价格大幅下降,磁悬浮便明显丧失市场优势。他说:在世界范围内,高速轮轨铁路已经有三十九年的成功运行与商业实践经验。这都是人类的宝贵财富。现在,“我们没必要花几十亿美元、几十年时间,做各种长距离磁悬浮实验。”
陈立强还指出,京沪高速是国家主干线,作为国家战略安全考虑,绝大部分应以国产技术为主,部分引进国外关键先进技术。而所有引进的国外关键技术,也应有国产的替代技术,以备在战争时不影响国家安全。中国已有时速二百多公里、实验速度三百多公里的“中华之星”列车及两千多项与轮轨高速有关的科研成果,可满足国防安全的要求。但是,中国在磁悬浮技术方面与外国水平相差极大。他曾检索数百项磁悬浮专利,其中几乎找不到中国人的姓名。这说明中国几乎不掌握有关磁悬浮的任何核心技术或重要专利。“如果将世界范围内都不成熟的磁悬浮技术用在京沪高速,那将是国家安全及经济方面的重大灾难,根本不是技术跨越。”(完)
