犹他部分华人社团联合举行中秋赏月晚会的通知 朱 昊
Dear
friends,
Chinese Association for Science and Technology, United Chinese Association of
Utah, and Oriental Chinese School will jointly hold a mid-Autumn festival dance
party at the Salt Air room, Union Building, University of Utah on Friday,
September 12, 2003, from 7:00 PM to 11:00 PM. We will start to set up
about 6:30 PM.
The party is intended to create an environment for our Utah Chinese to get
together, to celebrate our tradition and heritage and to have a good time.
All family members are invited to share the wonderful time together (if
children can properly be managed). The party includes dance, music,
Chinese refreshments, chating with friends, and of course, moon cakes (limited
quantity). For the sake of the once-a-year mid-Autumn festival, please
have an early dinner in that evening if you can, and come to join us.
We all remember Li Bai’s poem:
Night Thoughts
The bright moon rays in front of my bed
Seemed like frost on the ground
I lifted my head and regarded the moon
I lowered my head and thought of my old home
It appears another translation a bit better:
I wake and moonbeams play around bed
Glittering like hoarfrost to my wondering eyes
Upwards the glorious moon I raise my head
Then lay me down and thoughts of home arise
But no translations are better than the original that we Chinese can value and
enjoy!

A general meeting/conference will be held both in Shenyang and in
Dalian. Attending these
meetings/conferences will be government, business, and academic leaders and
other professionals in the IT field of Liaoning Province. Interested delegation members will be
given opportunities to make formal business presentations to the general
congregation of these meetings/conferences.
o
Delegation members will have many opportunities to hold one-to-one and
one-to-many meetings with their counterparts (government, business, and
academic leaders) in Liaoning Province.
Each delegation member will have at least half day’s time in Shenyang
and half day’s time in Dalian to hold these meetings.
o
Delegation members will also have many opportunities to site-visit local
businesses in Liaoning.
o
Prior to, during, and
after the four days of activities, the
host will assist delegation members who wish to explore cooperation
opportunities to find potential partners in Liaoning Province.

Business Environment in China and in Liaoning Province
Through group and individual meetings with
government, business, and academic leaders, through interaction with local
governments, businesses, and academic organizations, and through site visits,
guided city tours, and question/answer sessions, delegation members will be
able to examine Liaoning's business environment.

Liaoning Province and Its IT
Industry
Liaoning
Province is one of China’s earliest and most important industry bases and is
one of China’s earliest opened-up regions. Situated at the center of Northeastern Asia and with a
population of 42 million people, Liaoning is only a few hours northeast of
Beijing via the freeway (70 minutes by air). The province consists of 14 large or middle-sized administrative
cities including world-known cities of Shenyang and Dalian.
As
the capital city of Liaoning Province, Shenyang is the political, economic, and
cultural center of the entire northeastern China (there is an American
Consulate in Shenyang). Dalian, a
world-famous harbor city and a world-class Most Livable City, is not only rich
in beautiful scenery but also advanced in high-tech industry. Dalian is not only one of eight
Software Development Bases of China as named by China’s Ministry of Information
Industry, but also the first city in China to have been named by China’s
Ministry of Science and Technology as the National Model City of International
Cooperation in Software Industry.
As
one of the most important provinces of the nation, Liaoning Province enjoys the
best of the nation’s transportation and communication systems and
networks. Since the beginning of
the People’s Republic of China, Liaoning has been co-leading the country with
Beijing both in education and in sports.
With a solid economic foundation and abundant economic strength,
Liaoning has maintained rapid economic growth. Enjoying many unique favorable initiatives from China’s
central government, Liaoning Province is rapidly becoming a popular place of
interest for foreign businesses.
Today, many of the world’s fortune-500 companies have established
operations in Liaoning.
Information industry (or the
IT industry) is one of the province’s pillar industries. Liaoning boasts an excellent digital
environment. The number of
Internet and e-commerce users is growing at a two-digit annual rate. To promote further development of the
IT industry, city governments throughout the province have issued various very
favorable IT policies and initiatives.
Moreover, the provincial government has set aside dedicated funds in
support of IT development in Liaoning.
With very IT-minded provincial leaders, Liaoning Province currently has
seven IT parks, eight software colleges, and many other universities and
colleges. IT businesses in
Liaoning enjoy a rich supply of quality yet inexpensive IT professionals,
college graduates, and manufacturing labor force. Today, IT companies such as IBM, Dell, and GE have
either established operations or have signed agreements to establish operations
in Liaoning.
As part of the Liaoning
provincial government, the Department of Information Industry of Liaoning
Province, the host of this delegation visit, bears the responsibility of
promoting the growth of IT industry and furthering international cooperation in
the IT field of Liaoning Province.
Importance and Publicity of the
Delegation Visit
This will be a highly significant event. At least the managing vice governor of
Liaoning Province will be greeting the delegation (the host hopes to have the
governor himself meet with the delegation as well).
This event will help further promote mutual
understanding and cooperation between the IT industry of Liaoning Province and
the IT field of the U.S. It will
create many opportunities for delegation members to investigate the vast
market, to examine the great business potential, and to explore opportunities
of doing and growing business in China and in Liaoning Province.
As
this will be a very important event in the IT industry of Liaoning Province,
provincial and/or national media will be covering this event.
Expenses Delegation Members Pay
·
Airline Tickets Members purchase their own
roundtrip airline tickets to and from Liaoning Province.
·
Hotel Stay
Delegation members pay for
their own hotel stay. The host
will negotiate with local hotels for the best possible rates (delegation
members will be able to choose their own room types at check-in).
There are many excellent hotels, and their charges are quite reasonable
compared with those in the U.S. For example, even a five-star hotel
will cost no more than approximately $80 per night for a standard guest
room, including breakfast. Since most of our activities will
be group activities and the delegation may be visiting multiple sites
each day, for ease of transportation (so that the transportation folks
will not miss anyone), the host would prefer to have all members stay in the
same hotel. (To save members
the trouble of finding hotels in cities unfamiliar to them, the host will be
picking up the members from the airport or train station and taking them to the
hotel where the delegation will be staying.)

Personal Expenses
Please
Note: The host is a department of
the Liaoning provincial government, not a travel agency. Therefore, delegation members will not pay the host for any of their
expenses. Instead, they would pay
the service providers (such as the travel agents who sell them the airline
tickets and the hotel where they stay) directly.
Free Services the Host Provides
·
Local Transportation The
host will provide free transportation within Liaoning Province (including
travel from Shenyang to Dalian and all site-visit tours within the province).
·
Lunch & Dinner The host will
provide free lunches and dinners from October 27 to October 30 (Breakfast will
be provided by the hotels).
·
Translation Services Delegation
members do not need to be able to speak a single Chinese word. The host will provide sufficient
translators and interpreters, and the delegation will find many government,
business, and academic personnel in Liaoning Province speaking English as
well.
·
Meeting Facilities The host will provide
group and individual meeting rooms and presentation facilities.
·
Guided Tours
The host will arrange and
facilitate various guided tours for the delegation.
·
Business Assistance Prior to, during,
and after the event, the host will
assist delegation members who wish to explore cooperation opportunities to find potential
partners in Liaoning Province.
The Best Day to Arrive
The opening
meeting/ceremony will be held in Shenyang on the morning of October 27. Therefore, delegation members could
choose to arrive in Shenyang anytime before October 27. Although all delegation members are
encouraged to attend the opening meeting/ceremony, the host understands that individual schedules
may not allow such perfection. Therefore, delegation members who are unable to
arrive in time are still welcome to join in at any time.
It
is very important for delegation members to keep the host informed of their
individual arrival time and mode of transportation (plane or train) so that the
host will be able to make proper arrangements to pick them up at the airport or
train station.
Cities to Fly into and to Department from
Since the activities will
officially start in Shenyang and conclude in Dalian, delegation members should
arrange to fly into Shenyang and depart from Dalian.
Possible flight routes include:
Going
to Liaoning: U.S. à Beijing or Shanghai or
Seoul à Shenyang
Returning
to U.S.: Dalian à Beijing or Shanghai or Seoul à U.S.
(The host will provide free
transportation from Shenyang to Dalian).
Before
Shenyang or after Dalian, delegation members are welcome to schedule other
activities on their own (such as visiting Beijing or Shanghai or any other city
in China for a few days) as desired. The host, however, will be unable to
take responsibility for these additional activities.
Extra Days of Stay in Liaoning
Delegation members are
welcome to arrive as many days early or leave as many days late as they would
like. If delegation members need help
in arranging for extra days of stay in Liaoning Province, the host would be
happy to provide any needed assistance.

Trip
Preparation:
1. Express
your interest by contacting Dr. Taowen Le and providing your contact information
(including your name, your organization name, your business title, your contact
phone number, and your mailing address).
If you are from a company, please also provide a
short description of your company (what your company does, the size of your
company, the year of its foundation, etc.) This information will enable the host to invite the right
companies and professionals from within the province to meet with you so as to
make your visit more productive.
2. Receive an
official letter of invitation. Upon confirmation of your interest and on
behalf of the Department of Information Industry of Liaoning Province, Dr. Le
will send you a signed, official letter of invitation.
3. If you do not already have
a valid U.S. passport, you should apply for a passport at the local passport agency
(you can do so before you receive the official letter of invitation).
4. After receiving the
official letter of invitation and your passport, apply for a Chinese visa. The visa
application form and instructions can be found at http://www.china-embassy.org.
5. Secure your airline tickets. Travel agencies
tend to have better deals than airline companies. You should be able to get very reasonable air fares for
October. Roundtrip airfare from
the U.S. to Liaoning should cost no more than $1000 per person.
6. Notify Dr.
Le and the Department of Information Industry of Liaoning Province of your flight information to facilitate local arrangements. (To be prudent, please be
sure to email your flight information both to Dr. Le in the US and to Mr. Li in
Liaoning, China.)
To Make the Visit Most Productive

Prepare and bring
many business cards
·
Prepare a 10-minute
business presentation to market your business to the general congregation of
meetings/conferences (Delegation members must inform the host of their
desire to make a presentation at one of the general meetings/conferences in
order for their presentations to be scheduled in the meeting/conference agenda)

Bring some business
brochures, flyers, and/or other marketing materials
·
Bring a set of
business attire for formal occasions

亚太文化交流节上中国展台取得圆满成功 万 乐
6月14日星期六,风和日丽,位于Sandy的South Towne Exposition Center 的4号大厅里熙熙攘攘,热闹非凡。亚太文化交流节正在这里举行。来自亚太地区的各国人士以各种方式展示其特有的文化传统,风景名胜张贴画、极富民族特色的手工艺品、民族舞蹈、武术表演、风味小吃等吸引了众多的参观者,许多人举家前往,为的是不要错过了这个了解各国风情的好机会。
今年在中国展台上,如上一届亚太文化交流节一样,大陆和台湾共同一起展示和宣传中国传统文化。一大早,万乐博士、吴戈女士、简茂雄先生,还有万忻,就来到中国展区布置展品,李喜青、童美萍、徐璍、陈玥等人也很早来到展位帮忙,蒋为民先生为大家买来了饮水、糖果和点心,彭蓉等人随后也赶来帮忙。
中国展台的展品丰富多彩,长城、故宫、天坛及中国民俗风情展画,以及中国悠久的文化历史介绍说明令人目不遐接,中国的传统手工艺品、扎染、湘绣、玉屏、中国结、剪纸等,使得游人驻足不前,频频提出各种感兴趣的问题,大家热心的解答使的参观者乘兴而来,满意而归。中国书法特别吸引了很多参观者,拿到用中文写有自己名字的明信片,一个个喜形如色,兴高彩烈。下午,徐午女士也赶来助阵,她精彩的中国书法使得求字的游人把展台被围得水泄不通,徐午女士欲罢不能,直到将带来的宣纸全部写完了,没有得到字的游人才悻悻的离去。
由于展台工作人员的无私奉献使得本次展览取得了圆满成功,大家虽然很累,但看到那么多人对中国文化表现出来的兴趣,使得更多的人了解中国文化和中国历史,都感到很高兴。
乐桃文博士回国工作经历报告会 李喜青
作为其宗旨之一,中国旅美科技协会犹他分会一直致力于促进犹他州华人对中国国内形势和有关政策的了解。今年年初,分会异地直播了总会举办的“回国投资与创业发展最新政策报告会”。八月九日,犹他分会又在犹他大学举办了“乐桃文博士回国工作经历报告会”
,向犹他州华人介绍他回国工作的经验和感受,为大家将来回国工作提供参考。
乐桃文博士是犹他分会的前任会长,回国前是韦伯州立大学的副教授、系主任。在2001年6月回国参加“辽宁省海外学子创业周”活动期间,因为一个很偶然的因素,乐博士于“辽宁省面向海外学子招聘领导干部”招聘会结束时来到了招聘现场,即兴留下了一份来不及填写完的报名表和一份个人简历。出乎他意料的是,回到美国后,他接到了辽宁省面向海外学子招聘领导干部工作小组的电话,邀请他回国参加招聘考试。尽管没有任何思想准备,但由于辽宁方面的诚恳,乐博士还是于7月回国参加了笔试、口试、面试和综合测评,成为辽宁省信息产业厅“副厅长或厅长助理”一职的两位最终候选人之一, 后经辽宁省有关部门联合考核小组实地考核后,于2002年2月正式受聘为该厅副厅长。由于信息产业是辽宁省重点发展的产业,美国又是国际信息产业的绝对龙头,同时出于对孩子教育和家庭需要等一些实际的考虑,乐博士在辽宁工作一年后于今年5月返回美国,一边继续在韦伯州立大学任教,一边担任辽宁省驻美国信息产业代表。
回顾一年来的经历,乐博士觉得主要有下面几点感受和大家共享:
首先,辽宁方面对归国人员是重视和支持的。这点不仅可以从招聘过程和生活安排中看出来,在实际工作中更是如此,如乐博士在对辽宁省信息产业有了整体了解后所写的一份关于辽宁省信息产业招商引资工作的调研报告受到厅主要领导和省主要领导的高度重视,不仅在省刊上予以发表,而且成为辽宁省各市信息产业局有关人员的学习参考材料。
其次,这一年的工作经历使他贴近了国内的实际。比方说人们通常认为政府部门官僚主义严重,但乐博士发现在辽宁不乏经验丰富、能力很强、工作认真负责的政府官员。他举例说辽宁省的省长和主管信息产业的副省长就常常工作至深夜,晚上十二点回家算是一种奢侈。另外,由于乐博士分管信息产业厅的对外合作与交流工作,有机会结识全世界信息产业界的同行,如HP、SONY等国际知名公司的CEO,同时也获得了很多宏观管理的经验,这种经历在美国是无法得到的。
再次,回国工作一定要摆正心态,千万不能热衷于升官发财。大家对归国人员的能力和品行期望值很高,对他们的一言一行都很关注。每年上级有关人员都会到各部门对各部门领导成员进行民主测评,因此,任何歪门邪道都是注定要失败的。当然带着不健康想法回国的人乐博士不是没有碰到过,不过他认为抱有这些想法的人最终会失望的。他高兴地告诉与会人员民主测评结果显示他在辽宁的工作得到了同事们的高度认可,他说,这对他而言就是最高褒奖。他指出,归国人员在观念上可能领先一点,但对国内现状的了解以及应对国内实际的经验相对欠缺,所以在自信自重的同时一定要保持清醒的头脑,要虚心向国内同事和同行学习。
乐博士还提到了回国工作的一些实际困难,如两个大孩子都在上高中,却又不能读写中文,乐博士夫妇回国时不得不把他们寄养在美国朋友家继续上学,造成很多不便,长期与十几岁的儿女分离既痛苦又不利于孩子成长,这也是乐博士在国内工作一年就回美国的主要原因。乐博士提请大家尽量把困难估计充分些,例如,如果回国后在政府部门当公务员,工资相对来说会比较微薄,由此引起的生活不便在所难免。还有,政府部门的应酬较多,也需要一个适应的过程。所有这些,大家回国时都会或多或少地碰到,所以乐博士提醒大家作好思想准备。
